		<description>For the framework I proposed to work, the financial incentives for enablers (as well as schools) has to be right. Which means if your schools don&#039;t work they close and you lose the right to open a new school to replace it. That goes to enablers with schools with good academic achievement.</description>

		<description>While I agree wholeheartedly with the premises of this blog,the revenue-based thinking of the &quot;enablers&quot; becomes a very protective force. It also becomes obstructionist when it comes to policy that addresses failures, or as you say gets the carrot/stick approach right.</description>
